IRS High Call Volume Message: What It Means and How to Get Through

Last updated November 5, 2026 · Written by the EIN Registration filing team

The IRS high call volume message means the line you called is full, so the system asks you to call back and hangs up. The IRS’s inspector general calls it a courtesy disconnect, and it says nothing about your account. To get through, call right at 7 a.m. your local time (Pacific time in Alaska and Hawaii) on a Wednesday, Thursday or Friday, and take the callback if the menu offers one. If you only need an EIN, you do not have to call at all.

What the message means

When more people are calling than a line can hold in its queue, the IRS phone system stops taking new callers for a while. You hear a recording saying the call volume is too high and asking you to call back later, and then the call ends. The Treasury Inspector General for Tax Administration, which audits the IRS, calls this a courtesy disconnect.

It is not a penalty, a flag on your account or a sign you dialed wrong. It also does not record your call, so no one will contact you about it. It happens most on Mondays and Tuesdays, after holidays and during filing season, and it can happen on any line, including the business line people call about an EIN.

How to get through

  1. Call when the line opens. IRS lines open at 7 a.m. your local time, Monday to Friday. Alaska and Hawaii follow Pacific time. The first hour is usually the best chance of getting into the queue. Check whether the IRS is open right now.
  2. Pick Wednesday to Friday. The IRS says waits are longer on Mondays and Tuesdays, over the Presidents Day weekend and around the April filing deadline. The day after a federal holiday tends to be busy as well.
  3. Take the callback if you are offered one. Some lines offer to call you back instead of holding, and the offer comes in the menu, so listen to the end of each prompt. It is not offered on every call. When you accept, keep your phone free and answer numbers you do not recognize. The inspector general found the callback worked when it was offered, and the IRS estimated it saved callers about half an hour of hold time.
  4. Once you are in the queue, stay on. Hanging up to redial puts you back at the start, and the next try may get the disconnect message.
  5. Call the right line. A call to the wrong line ends with a transfer into another queue. The lines are listed below.
  6. Have everything ready. Your SSN or EIN, the name and address the IRS has on file, any IRS letter you are calling about, and a pen. If you are calling for someone else, the IRS needs a Form 2848 or 8821 on file, or the taxpayer on the line with you to give consent.

Skip the phone if you can

Many people stuck on hold are calling about something the IRS handles another way.

You need a new EIN

Apply online. The application is open Monday to Friday 6 a.m. to 1 a.m. (into the next day), Saturday 6 a.m. to 9 p.m., and Sunday 6 p.m. to midnight, Eastern time, and it gives the number at the end. If it refuses you, look up the reference number it shows. Faxing Form SS-4 takes about 11 business days and needs no phone call.

Watch for fake IRS numbers

Only call numbers from irs.gov or from an IRS letter. Ads and search results sometimes list numbers that promise a direct line to an agent; the IRS has no paid shortcut past the queue. The IRS will not ask you to pay with a gift card or wire transfer over the phone.

Quick answers

Why does the IRS say high call volume and hang up?

The line you called has more callers than it can hold in the queue, so the system plays a recording asking you to call back and ends the call. The Treasury Inspector General for Tax Administration calls this a courtesy disconnect. It is about the line, not about you or your account.

Does the IRS have a callback option?

Some IRS lines offer to call you back instead of keeping you on hold, and you hear the offer in the phone menu. It is not offered on every call or every line. When you are offered one, take it, keep your phone free and answer calls from numbers you do not know.

What is the best time to call the IRS?

Right when the line opens at 7 a.m. your local time (7 a.m. Pacific in Alaska and Hawaii), Wednesday to Friday. Mondays and Tuesdays, the day after a federal holiday, Presidents Day weekend and the weeks around April 15 are the busiest.

Is the IRS phone line open on weekends?

No. The IRS phone lines are open Monday to Friday, 7 a.m. to 7 p.m. local time, and closed on federal holidays. The online EIN application does open on weekends.

Does a high call volume message mean something is wrong with my account?

No. It only means the line was full when you called. Your call is not logged as a contact, so nothing is waiting for you; you still need to get through or use another route.

Can I get an EIN without calling the IRS?

Yes. Most people apply online, and the application gives the number at the end. You can also fax or mail Form SS-4. The phone line is mainly for international applicants and for questions about an existing EIN.
