West Virginia EIN and the One Stop Business Registration

Last updated November 1, 2026 · Written by the EIN Registration filing team

There is no West Virginia EIN. The IRS issues it on Form SS-4. What West Virginia adds comes after it: an account ID number from the West Virginia Tax Division once you pay wages, an unemployment insurance account with the WorkForce West Virginia, and a consumers sales and service tax account from the West Virginia Tax Division if you sell taxable goods or services.

Registering on West Virginia's One Stop Business Portal (business4.wv.gov) gets the Tax Division's Business Registration Certificate and also registers you with the Secretary of State and WorkForce West Virginia. The Tax Division then assigns an account ID number for each tax you are responsible for. The paper alternative is Form WV/BUS-APP.

If your business has employees, West Virginia bases its State Identification Number on your federal EIN. A sole proprietor with no employees uses the owner's Social Security number instead. The Tax Division then assigns a separate account ID number for each tax your business is responsible for.

West Virginia requires a separate Business Registration Certificate for each fixed location where you offer property or services for sale or lease, or where customer accounts are opened, closed or serviced. Cities and counties have their own tax rules, and the Tax Division says to ask the local mayor's office about city taxes.

Also on the West Virginia list

  • Obtain a West Virginia Business Registration Certificate from the Tax Division before doing business. Nearly every business in the state must hold one, the application asks for the EIN, and it is issued through the same One Stop Business Portal that filed the formation.
  • File the LLC annual report with the Secretary of State between January 1 and July 1 every year, starting the calendar year after formation.

What is different about West Virginia

  • West Virginia requires a Business Registration Certificate from the Tax Division for essentially every business operating in the state, not only those collecting sales tax or paying wages. In most states a consultant with no employees registers with nothing; in West Virginia the certificate is a condition of doing business and must be displayed at the place of business.
  • West Virginia's One Stop Business Portal files the Secretary of State formation, the Tax Division registration and the WorkForce West Virginia employer registration in one guided flow, which is why the EIN is asked for partway through formation rather than afterwards.
  • West Virginia's LLC annual report is due by July 1 each year, a deadline no neighboring state shares, and the Secretary of State begins revoking companies that miss it in the autumn.

Before you apply

The SS-4 must match the West Virginia Secretary of State filing; its control number is a state index, not a tax ID.

West Virginia EIN questions

How do I get an EIN number in West Virginia?

File IRS Form SS-4 after the West Virginia Secretary of State approves any formation filing; there is no West Virginia EIN application.

Is there a West Virginia EIN or state tax ID number?

No; only the IRS issues EINs (also called the FEIN or federal tax ID). Is the West Virginia account ID number the same as my EIN?

No. The West Virginia Tax Division assigns it when you register as an employer in One Stop Business Portal. It goes in W-2 box 15; the EIN goes in box b.

Where do I register for West Virginia unemployment insurance?

With the WorkForce West Virginia, online through One Stop Business Portal. It assigns an Employer Account Number, a separate number from the EIN.

Do I need a West Virginia consumers sales and service tax account?

Only if you sell what West Virginia taxes. The West Virginia Tax Division issues it through One Stop Business Portal, and your returns are filed under its number, not the EIN.
